PILAP, in collaboration with Advocate Natalya Kamal, challenged the construction of the Alexander Road Project in the environmentally sensitive Margalla Hills National Park. The petition questioned the Capital Development Authority’s failure to obtain the required environmental approvals before commencing work in a protected area.
The case raised serious concerns under environmental and wildlife protection laws, including the requirement to conduct an Environmental Impact Assessment before carrying out development activity likely to cause environmental harm. During the proceedings, the Pakistan Environmental Protection Agency passed orders stopping further construction at the site, and the statutory process for obtaining environmental approval was initiated.
The Islamabad High Court disposed of the petition after the required process was undertaken, while also emphasizing the need to strengthen the institutional capacity of environmental regulators so they can effectively perform their statutory duties.

Malik Riaz £190 Million Settlement / FBR Tax Recovery Transparency Case

PILAP initiated this matter through a Right to Information request seeking transparency from the Federal Board of Revenue regarding the reported £190 million settlement involving Malik Riaz Hussain in the United Kingdom. The RTI asked whether an income tax recovery process had been initiated against Malik Riaz for the disclosed amount of undeclared wealth and, if so, how and when the FBR intended to recover the income tax.
After the FBR declined to provide the requested information, the matter was taken before the Pakistan Information Commission. The Commission allowed the appeal and directed the FBR to provide information regarding whether the income tax recovery process had been initiated and, if not, how and when the FBR planned to recover the same.
The FBR challenged the Pakistan Information Commission’s order before the Islamabad High Court through W.P. No. 1458 of 2022. Notices have been issued to the parties, and the matter remains ongoing before the Islamabad High Court. PILAP continues to pursue transparency and accountability in relation to public revenue, tax enforcement, and citizens’ right to access information on matters of public importance.
